もっと具体的な変数の説明があったほうが良いと思います。
どの自治体のデータがあるのか、自治体の人口、地理的情報、自治体の規模は限定的なのか、一様であるのかといった情報があるのかないのかの情報を付け加えることで分析の手法、主眼を考えやすくなるのではないでしょうか。
