インスタグラム等の投稿データを用いて各気象条件（晴れの日や雨の日等）ごとに人気な場所（投稿件数が多い場所）を調査する

東京という地域に限定した理由(他県との比較に使うのか、東京という地域ならではの特性(ビジネス面でなど)に活かしていくのか)について教えていただきたいです。
天気は随分予報できるようになってきたと思うので、気象データを使った「こうきたか！」という使い方があるといいですよね。
